I am honoured by your selection of me as the medium of your communication with the Government—and I have sent on your letter to the Home Secretary, in whose department the matter lies.1

See letter to E. H. Stanley, 15 April 1875. The home secretary was Richard Assheton Cross; Stanley (Lord Derby) was the foreign secretary, and wrote from the Foreign Office. CD’s letter concerned a proposed bill to regulate vivisection.

Summary

He is honoured by CD’s selection of him as the medium of communication with Government. The matter [Vivisection Bill] now lies with the Home Secretary.
