In addition to the continuing debates over the financial consequences of the repeal of the corn laws, CD may possibly be referring to the extensive floods in various parts of the country in December, including Lincolnshire where CD had his farm. Much damage was done to agricultural land (Annual register 1849, Chronicle, p. 173).
