Charles Pacalt Brownlee
1821–90
South African civil servant. Assistant commissioner for the Ngqika (Gaikas), 1848; commissioner, 1849–52, and from 1853. On annexation of British Kaffraria to Cape Colony in 1866, became civil commissioner of the newly proclaimed district of Stutterheim. Resident magistrate of Somerset East, 1868–72. Secretary for native affairs, Cape Colony, 1872–8; chief commissioner for native affairs, 1878. Chief magistrate at Kokstad, 1878–85.
