Educationalist and politician. BA, Oxford (New College), 1882; lecturer in history, 1883. Extension lecturer, Oxford, 1886; secretary of extension delegacy, 1895–1920. Conservative MP for Oxford City, 1917–22; MP for York, 1923–9. Wrote political histories.
