Statesman and author. Poor Law commissioner for England and Wales, 1839–47. MP for Herefordshire, 1847–52; for Radnor boroughs, 1855–63. Editor of the Edinburgh Review, 1852–5. Chancellor of the Exchequer, 1855–8. Succeeded to the baronetcy in 1855. Home secretary, 1859–61.
