Austrian economist and statistician. Studied law and politics at the University of Vienna, and received a doctorate in law in 1862. Professor of national economy and finance at the academy of business law, 1864; of national economy at the royal and imperial war academy, 1868. Professor extraordinarius, political economy, Vienna, 1871. Professor extraordinarius, economics and statistics, high school for soil cultivation in Vienna, 1872; professor, 1873–88. A founder member and sometime vice-president of the International Statistical Institute, 1885.
